Post 31 I do not follow any council now or what they do ,so do not know anything about the loan etc it might be that the town council can claim some taxs back or might help with keeping their prefix high so they can get it back from the D,D,C, but I do not know thats just my way of thinking.Also the town council are land owners.I must also say if I lived within the Town council parish ,I would be very unhappy if what you say is right with over £1million in the bank, why have they taken out a loan of £300.000?and having to pay interest on it which is the tax payers money your money not theirs ,why did they not pay cash for the goods they got.making a saving of over £18000.But you need to put this to the council only they can tell you.and if you are still not happy you can go higher .That would cost you nothing but time.I hope this has been a help.
