  There is a reason why the Town Council precept is so high Anna, basically in future they will not be able to just dictate how much money they can claim and secondly town and parish councils will be forced to take on responsibility for things that are currently financed by district and borough councils in the future so they are squirelling money away.
  
  I am being a bit vague because an expert on the subject Ray Newsam is not a member anymore and he would know about the small print.
