It may be that the reason for this, is that bookings for the Town Hall are down and a good way to increase income is to open up the Town Hall to visitors when events are not taking place there and offer beverages and snacks etc.
If it is too expensive for people, they will make their thoughts/feelings known; it must be kept to a reasonable cost or it won't work.
I do agree that events I have attended there, the teas, coffees and alcoholic drinks, have been quite a bit more that other licensed premises, but then it is a bit special isn't it ?
