Badly written article as nobody seems to have asked what the 400% was for, we know that in some areas work covered by District councils is being farmed out to Town and Parish councils. If this is the case in Desborough then their PR must be awful and should have used the PR firm employed by our Town Council.

Follow the links and you find out that the increase was to pay for additional car parking spaces in the town and some improvement facilities for children (whatever that might be)
