Everyone knows DDC cannot go above their cap........so they off load the services they cannot afford to provide to
run to..................Town and Parish Councils who are not capped.............Town and Parish Councils have to raise their
precept to provide these services.....which highers the tax their residents have to pay......therefore residents have to
pay more.
District Councils year on year will run out of the folding stuff to provide necessary services therefore have to offload
more services toTown and Parish Councils who will have raise residents taxes again.
