    That's true Keith, but with a cap, there is a limit as to how much the council tax goes up by, so there's a limit as to how many services can be provided/offered.

    A few years ago the (Town) Council precept went up by 29%. the following year it was a big fat zero.

    The last one I remember, was that they had around £600,000 to play with.
