  Bin bags are issued? Where can I get me some? I was under the impression that all residential areas were issued wheelie bins to put out. Guess that's impractical if your gaff is in a certain place?
  
  I remember when I used to wash up at a certain local cafe many decades ago. The owner had a deal with the binmen so he didn't have to buy the expensive council approved for cafes bin bags.
