I can see nothing wrong with the idea as long as it is only £1, such a small amount would hardly deter any visitor. My only real doubt is how much would it cost to administer.

I don't think the admin costs would be very high we have 3 large budget hotels plus the Ramada and Dover Marina and maybe once a year total up the number of occupied beds and collect one lump sum from each. Councils all over are cash strapped and the revenue could finance public toilets, planters etc in central areas which would benefit tourists and locals alike.

Yes it will. Just the same as people drive mile to find a free parking space psychologically we humans will do ridiculous things to 'save a few bob' even if it costs us a small fortune to do so. The 'stickier' the transaction the less likely people are to undertake it.
It's as stupid as our (sic) Charlie's idea to charge all visitors £10 for a visa waiver to spend on the Border Force. If the Dover offer (dread word) is unable to get an extra £1 out of visitors by selling them something extra or providing a service which they want, sort out the bloody 'offer'.
e.g. The breakfast on Deal pier is now £9.50 so I spent £12 on breakfast and coffee yesterday. The place was packed to the rafters all day and so far for the first week figures have been 50% above business plan projections.
Q. SURELY it would be a good idea to charge everyone £1 to go on the pier?

Aruba in the Caribbean has a $25 one that you have to pay on departure ( methinks they don't want people to leave)

All I can add to my earlier comment (#3) is if I was prepared to pay, £10 for arguments sake and many places are double or more, an extra £1 would not deter me.

With respect Jan, and perhaps you are the exception to the rule, 'people' don't work like that whatever they say.
We all tell the nice survey woman that we'd happily pay an extra 1% on income tax for whatever but in the privacy of the voter's booth we never vote for a party which admits it's going to put up tax (unless it only affects other people like bankers, footballers or the 'rich' in general).
