  Just because it isn't explicit that an overseas company would buy it doesn't mean it wouldn't happen. I don't recall anyone saying "we intend to sell our utilities to foreigners"!!!!!! And Marek is, as usual, right - it is a toe-in-the-water job of seeing if we will revolt if it is sold off. We really should be more revolting than we are. We. us, the proles, are being royally shafted by our governors and we just sit here on our keyboards!! Me included, I hasten to add.
