Can anyone fix my problem: My problem is my flush makes a whistling sound when I use the toilet, at the time it increases and sometimes no whistle. Whats happening? How can I fix it?
Assuming this is a serious question, not sure going by previous replies, it could mean what in old style cisterns would have been the ballcock is dying and will need replacing. I am no plumber so could be completely wrong, sorry if I am.

As Jan says the problem is at the ballcock fill valve/float valve probably if in dover it will be limescale build up , if you can shut the water of it is an easy job to strip and clean also cheap replacements available from screwfix, B&Q etc.
