I am informed that the Channel 4 Time Team have been spotted at the Marina Hotel and will be around town for a day or so. Guessing this has to do with the replica Bronze Age Boat.

I heard they're looking for a suitable set for the next zombie movie. Downtown Dover seems perfect apparently.

The bronze age boat will be leaving Folkestone harbour at 9 o'clock in the morning and rowed to Dover - no ETA.

Plenty of ruins round Dover just walk through the town and some of the side streets the empty properties boarded up that have been vandalised and some just left to crumble. You don't fine this many in Deal, Sandwich or Eastry why is Dover not like those I've mentioned ?

It's not the Council who own those run-down buildings, but they can and do issue section 215 notices to the owners of the buildings.
Businesses will only open if they feel it is a good area to open one. DDC are doing all they can to create a good environment, but they can only do so much. The developers will be spending their own money, not the Council spending yours.
The Council don't set the business rates.
Many, probably most, of the owners of the run-down properties you mention, are owned by people who live far away, some not in this countries and it is quite possible they may be unaware of their complete property portfolio.
