    (1)The money for the new promenade was a grant at could only be used in the way it was it was not council money or D,H,B, money but a grant,
    (2) A arena like to O2 in London costed many millions of pounds to build and after the event it was build for it was nor used for years costing the tax payer millions to keep it up. And was not till it was sold off did it start paying for it self.
    Dover would not have had the funding to build anything like that and even if it had it would never have paid for it self.
    (3) The Big screen again was not purchased by the D,D,C, it was given to Dover but the council had to take over the cost at some point to keep it working and in the end they took it down.
    (4) It would need funding to build a Bowing alley etc that could only come from a P/ company and none came forward to do that. Councils have had very big cut backs over the years in their funding from the KCC . they did not then like now have funding to build anything like that and the council tax was caped on top of all that.
    (5) The Grand Shaft is the E/H not the council.And last they might be right about the rent for shops in the town centre but the rest is all wrong.I have done a edit on this post because I got it wrong. Sorry.
