  We need to make some serious changes in society - I would start with
  
  a) get teachers to educate rather than training kids to pass exams
  b) recreate the old technical school and polytechnic system with associated vocational exams and courses
  c) incentivise businesses to offer apprenticeships
  d) review and modify the benefit system to encourage restraint on the behalf of recipients (e.g. limit the number of children supported, child support payments related to attendance at school, bonus payments for full attendance, bonus payments for exam passes, higher levels of benefits related to interview and/training scheme attendance etc.)
  e) put minimum pricing on alcohol off sales related to strength of the drink
  f) actually make community service orders a real punishment rather than a soft option, but one that genuinely benefits the community and does not take someones job away
  g) rehab etc. for alcohol and drug offenders as mandatory requirements
