  Especially Scrutiny Committees....they were responsible for adding to the delay of
  
  building our Hospital. The `Whip`was so evident on these occasions,we had two senior
  
  conservatives making such ill-informed statements such as `` I have never seen a
  
  puddle in Maison Dieu 2 inches deep``and ``All we need to do is clear the drains``
  
  when evidence was in front of them the site was on a flood plain.
  
  The whip was responsible for a unanimous vote to let the HOSPITAL be built on Maison
  
  Dieu.....it took two more years to obtain official rejection of the Maison Dieu site.
  
  We need free thinking people making decisions not the whip system........
