    When times are bad they fetch out the young female Chloe Smith from the Treasury to take the flak. She, you might remember, got a kicking on Newsnight a while back while the nation watched and cringed. The young thing tried to put a spin on it all today talking about the importance of sticking to the plan. But everyone looks on in incredulity as the plan clearly isnt working.
