    I speak as someone whose great-grandfather was a Romany Gipsy who bought a plot of land in Dover at the top of Chapel Hill where there are now flats and settled there. He lived in a house built onto the cliff and kept his old caravan on his land. I have clear memories of him.

    It is indeed a matter of how they choose to live that is at issue.
