fred in the next road to me is a dover greeter, yesterday an american stopped him to ask a question so fred put his bag down for a few moments.
when he went to pick it up it was gone complete with mobile phone, library books about to be returrned and assorted other personal effects.

funnily enough fred is ex army richard, maybe he could think up something like that?
not long retired the man is by nature enthusiastic and friendly, dover born and loves the chance to big up the town to visitors, you may be right in your last sentence - if the offender is caught very little chance of prosecution .
