  sue,i am polightly saying that budget book needs to be put aside and an x amount of money put aside fpr winter planting as you put it,so far this month we have had two yes two cruise ships in port and with easter at the end the week dover looks dire.you [the ddc] have made savings and cut backs on the public toilets etc,surely some of that money could be used to brighten up a dour looking town.as for sponcering im sure the shops in the high street could donate say a £10 per shop or evan supply some to be planted.
