  Although not aware of the details, at a guess, Gary, I'd put it down to two distinct factors here:
  
  1) The pension fund.
  This has run into financial problems like so many other pension funds, and is probably financed through investments that do not pay enough back to cover the pensions.
  Pension funds usually invest in Government bonds and in shares.
  
  2) The coal mines.
  These do not generate enough profit to finance the coal miners' pension funds.
  
  As said, just a guess on my part, not having researched the details in this specific case.
