Because Jacob had twelve sons, forming twelve tribes, this meant that the Israelites would have twelve territories in the Land of Canaan. As the Levites didn't need a territory, this was compensated for by making two tribes out of Joseph's descendants, hence the tribes of Ephraim and Manasseh, who were both sons of Joseph.
As a result, there were twelve territories in Canaan, one for each tribe, plus the Levites who lived among these twelve, within their towns and villages. In theory, the Levites would make the thirteenth tribe of Israel.
Interestingly, Jesus' Mother, the Virgin Mary, descends from the Levites, which makes Jesus Son of Man a descendant of the Levites by way of his Mother. As Son of God, he was born into the tribe of Judah, but not as a descendant.
In fact, Joseph, Mary's husband, is a descendant of King David and thus is from the tribe of Judah.
But he is not the father of Jesus, as the Virgin Mary conceived by the Holy Spirit.
