    There's a form of communication in bacteria called quorum sensing, when enough of them get together and they all agree conditions are right they'll communicate with each other by chemical signals and make a joint decision to switch to a different sort of growth activity. Now in the processes involved that could be likened to a planning decision being taken in committee at DDC - but is it intelligent life?

    So there might well be intelligent life out there that we have no possibility of detecting as it doesn't put out the sort of signals we're looking for, not because they're still in our equivalent of the Stone Age but because it's a form of intelligence we can't imagine.
