    In principle reverting properties back to residential on the lower part of London Road near the Eagle is a fair proposal as it will improve the area; the kicker is likely to be the level of cost increases involved in shops being closer to the town centre. All vibrant towns centres have ample secondary shopping locations (Union Street in Maidstone springs to mind) for independent and niche retailers, over the years this is something that London Road has provided for the town; so unless a comparable location is available closer into the centre (Worthington Street perhaps) with similar costs then I cannot see any retailer voluntarily moving.
