    You have got the bidding process wrong folks.

    The government department DCMS has a fund called Seachange which is supposed to link Heritage sites with town centres to offer regeneration.


    The Dover bid by was submitted by KCC the transport authority with support by DDC and SEEDA. They lead the local authority element of the bid.

    Effectively this is part of the Cable car project and is completing two phases, feasibility [[succesfully done with positive recommendations]and now the Master Planning element of Dover's Waterside project with DHB. These include changes to promenade [upgrade ]and also renewal of the Bleriot memorial[on site]. SEEDA are funding the development of the Waterside Project with DHB. This is bubbling away nicely in the background.

    The EH element of the project was more easily implemented as you have now seen.

    It is a capital only project fund and can't be used for routine tourism projects [DCMA Rules]. It is overseen by CABE who judge, recommend and release the funds in completed phases.
