  It has been mentioned on another thread relating to wheelie bins that incidences of fly tipping will increase if a charge is made to use the tip at Whitfield. This is indeed the case. I suspect that those who thought up this scheme to litter the district with wheelie bins were clock watching on a Friday afternoon when they signed the deal and then off home before the rush hour kicked in.
  It seems to me that this whole fiasco is a textbook case for students studying for a degree in stupid decisions in local government and will serve future local government decision makers well as a lesson in how not to do things.
