I think this is an absolutely daft idea, if the staff think a person is drunk why not simply say they refuse to serve them.

seems a bit nanny state to me, which council introduced this shite?
better off just letting the corner shops sell ganja, that would sort out the boozing prob

Anti social behaviour caused by street drinkers affects every town centre in the country to some extent and shops selling neck oil have been asked not to sell to street drinkers. When this started in dover all the small shops agreed but in practice one continued selling so they could cream off the business.

surely a better way would just be to ban the crusty old tramps from drinking in the streets in the first place

Every now n then the police have a big crackdown on street boozers,big write up in the local rag etc etc,problem is it dont last long and after a few weeks the problem is back again,same thing every time.

yep, of course, because if you're an alky you'll drink anyway - unless you ban alcohol it's always gonna be the case
