  Government can do something about the loopholes in taxation codes, they are however unlikely to do little other than tinker at the edges, due to international treaties, vested interests etc.
  
  A simple flat rate tax system would effectively eliminate most of the current loopholes - if the flat rate is low enough then many of the exemptions could be closed too, some exemptions and loopholes would remain due to international treaties but very few.
