Makes one think what exactly?
That you cannot differentiate between market movements of paper assets where a loss or gain is only realisable on sale of those assets and taxation?
That you will take any and every opportunity to try to score cheap points?

so does anyone think that a government(any shade) can do anything about these tax havens?
we know that large consortiums onshore have teams of clever clogs that ensure they pay little or no tax.

Government can do something about the loopholes in taxation codes, they are however unlikely to do little other than tinker at the edges, due to international treaties, vested interests etc.
A simple flat rate tax system would effectively eliminate most of the current loopholes - if the flat rate is low enough then many of the exemptions could be closed too, some exemptions and loopholes would remain due to international treaties but very few.

I think BarryW has been on about a flat-rate Ross - also agree with your number 2 posting.
Howard, they also have senior members of HMRC helping them too.
