    Dover TAP

    Thank you for your email of the 18th of December 2020 regarding the
    activation of TAP 20. Ministers receive many thousands of items of
    correspondence from members of the public each year and it is not possible
    for them to reply personally to every letter.

    It is usual practice for officials to be asked to reply on the Minister’s behalf.
    Therefore, your enquiry has been passed to the Future European Roads
    Relationships team for a response.

    The Kent Resilience Forum (which includes local councils, Highways England
    and Kent Police) has responsibility for putting in place plans to mitigate the
    effects on Kent of disruption at Dover and Eurotunnel. The Traffic Access
    Protocols (TAP) at Dover is a long-standing part of those plans. However, I
    know that the KRF are aware of the concerns of residents and of proposals
    for changes to how the TAP operates.

    In the run up to the end of the EU
    transition period and in the current situation where there are additional
    controls imposed by the French authorities in relation to Covid-19, the KRF
    has not made any changes for the time being. We recognise that this is a
    particularly difficult time and we have been working with the KRF to reduce
    the risk of congestion at Dover by for example opening up Covid test sites for
    hauliers outside Kent.

    This aims to reduce the number of drivers who turn up
    without a valid Covid test and thereby cause a back-up at the port and
    congestion on Kent roads. In this way we hope to reduce the number of
    occasions when the KRF will need to activate their traffic management plans.
