I can only tell you what happen to the swans in Bushy Ruff,I was asked to take action before Christmas, they had only a small amount of very mudy water, and that was geting iced over each day, even one morning the ice had trap them in,So I phoned up the water companys they were no help so I got on to the Environment Agency,in the end I was talking to one of their officers from Canterbury, who did help me.but they as a dept could not,but I got more phone numbers the RBB was not helpfully ,all they done was to tell me how the law stands on what can be done and what can not be done,R,S,P.C again no help. But I was given a number to try .which I did.We had a site meeting one afternoon and the rain was coming down very hard,But it was all to late,The swans which was a family of Six had to be moved or they might have died,That was done they have gone to a great place with lots of running water very clear to,they all got to the water, and waited till the dad went in first, and then they all followed once in they were having agreat time washing etc. They will not be back, but if Bushy Ruff does fill up again and I think that could take two years or more then new swans will be put there.
