  This is the view in the link above showing the opening through from Townwall Street to the seafront communal gardens in the front. I have a nasty feeling that my dear wife and her mates might have been responsible for having the fence installed blocking it off. She tells me that, back in her childhood, she and her fellow urchins used to delight in riding up and down on the lifts and the residents didn't like it one little bit!
