  terry,i have seen the vidio a couple of days ago on my isp providers home page,allthough a terrable thing to happen it happens.if the western world saye anything about it we are told to keep our noses out of there buisness.probably sheite law permits this sort of thing,[we used to do simaler acts ie.birching and other flogging things in public untill it was repeald by an act of parliment.]
