    Surely part of the problem is that encouraging 50% of all 18 year olds to go to Uni means it became unaffordable for the state.

    In my time it worked like this -

    30% if 16 year olds stayed on and studied for A Levels

    30% of those then went onto Uni

    i.e. 10% of all 18 year olds went to Uni - thus it was affordable for the state to offer these (the creme de la creme) individuals a free education

    The 70% of kids who did not go on to do A Levels went to work, or onto apprenticeship/training schemes

    the remaining 20% of kids who got A Levels but did not go to Uni went to wither local Polys or Tech colleges often on employer funded/sponsored courses
