Item 8 is anything but "Safe and sensible". Having trouble loading the documents but basically columns are being removed all over the district including Whitfield Hill.

Some of the County members have responded.I appreciate this.Oneperson on River Face book page does not consider Whitfield Hill is a rat run.My understanding is if you need to get on the A 20!One would travel on the A2 down past the docks and up via Aycliffe. The -Alkham Valley road was never built for all the traffic which flows constantly .There are no traffic lights at the junction with London Road and there is the low bridge.
It's time Temple Ewell and River Parish Council got together to sort out the problems .Still some prefer a quiet life.

By definition it cannot be a rat run Sue as that is the main route through the area, cutting through River instead of using London rd is a rat run.
When I worked in London i knew most of the rat runs across the city, I could save hours of queuing in a day.

Probably as you say not a rat run but all I know the Hill gets very busy when there are problems with traffic at the port as more people use the Alkham Valley .There is always a backlog of traffic trying to get out of the junction by the railway bridge.Early mornings and around Five o'clock It will get worse as more homes are built at Whitfield .Its time KCC put traffic lights in at the junction. There are two exits out of River and only one is controlled by lights. There is one through up the lanes but very narrow. On Football days it is anightmare.j

Traffic flow has changed dramatically in this area since TAP was introduced and STACK was implemented on a frequent basis last year - can't remember exactly how many times but I think it was in the 30's.
Sue, those wishing to get to the A20 would, and do, prefer to bypass Jubilee Way and Townwall Street altogether rather than be caught up in heavy traffic leaving the port and the DHB initiated year long roadworks. In consequence more use is made of bypass routes such as London Road, Folkestone Road and Alkham Valley.
These roads were never designed to take the type of traffic now being experience by our residents - not just vehicle users but pedestrians, cyclists and home owners along the routes being used. If such use is a 'rat run' then it is by definition a 'rat run'.
I am a member of Kearsney Bowls Club located just of London Road and before the Alkham Road low rail bridge. I have lost count of the number of squealing brakes and grinding metal I have heard whilst playing there. The Club has tried in vain to get mirrors placed opposite our car park as it is a blind exit and traffic hurtles off the main road like there is no tomorrow.
I wrote to Highways England about these traffic increases during their public consultation periods last year and earlier this year, pointing out the substantial increases in traffic on Folkestone Road and Alkham Valley Road but nothing much seems to have been achieved for local residents as a result of that process.
Anything that makes driving, cycling or walking these routes more dangerous is not good. Perhaps a change of perspective (or heart, if they have one) would not go amiss and enlighten our otherwise great town.

Marry all this up with Andy B's recent post on tailgating hgv's on the A20 and it becomes a rather obvious problem that requires urgent remedial action.

Howard, the Trial switch off proposed is at
http://moderngov.dover.gov.uk/documents/s17888/Streetlighting%20Report.pdf
if you have had difficulty in getting it.
As far a Dover is concerned, Whitfield Hill and Folkestone Road at Farthingloe are within the proposals.

It is worth remembering that the Alkham Valley road was the B2060 until the A20 was improved and had been largely rebuilt over the years to the relevant standard. The junction at Kearsney could certainly do with traffic lights.

Yes Lew,the junction does need traffic lights. At times there is a build up of traffic which clogs up the roads in River and Temple Ewell.Accidents do accur on the hill and to take out the lights is ridiculous.

Good coverage in Dover Express face book .Against the decision for removal.Cllr David Hanant and I was pleased to see a good comment by the Prinicipal of Christ Church Academy.I don't know how Councillors voted.
