  at a time when kcc are switching many street lights off it seems odd that some are on during daylight hours, the ones in pencester gardens seem on more often than they are off,

  exactly my point keith and reporting the problem to kcc requires diligence and a spare hour or two.

  kcc talk about turning off unnecessary lights yet the ones in pencester gardens are on in daylight all year round.
