  Does it mean that if you haven't got a dog on a lead you can't go in?
  
  A bit like the London Underground where the escalators say "Dogs Must Be Carried". You can wait all day for a dog to come along so you can go down.

  This was outside a newsagent's in Dover. The juxtaposition made me wonder if there could be a connection between the stories!!
