    Yes, the EA have responsibility for weeds and plantlife, the WCCP only touch the rubbish. As for the grate, I thought that was DDC's responsibility but I'm not sure so please don't quote me. That section is too dangerous to put volunteers in anyway due to the strong current, deep water and lack of exit in an emergency.
