Am I right Phil, in thinking that you can only take out rubbish/litter etc. that has been thrown into the river, but you are unable/not allowed to thin out the plant-life ?
In some places the plants are so thick and plentyful, that stuff thrown in, lands on it and holds it so a big build-up occurs and so it gets worse.
Do you know how often the grate the other side of the under-pass is cleared ? Whatever frequency it is, it needs to be more often.
