Bern is 100% right.
Philip Hammond has commissioned a review into whether the UK should spend more to prepare for adverse weather on the basis if the last couple of winters are going to become the norm, thanks to global warming (!!), maybe we need to increase levels of preparedness. This would mean buying a lot of specialised snow ploughs etc.
As always there is a balance to strike between cost and benefit. If our weaher is changing long term then we need to do something different. issues of driver training etc also will apply.
