    Keith, they didn't try to slip anything through. They have no legal obligation to consult on changes, merely to inform KCC of their plans. The fact that they published proposals on their website indicates a degree of openness. The publication of licence applications in Notices and Proceedings (a DVLA website) is part of the legal process of putting any changes into place. You have until 7th August to object but you would need to have strong legal grounds.
