    Sometimes it's not the fault of careless litterbugs. I've seen the waste bins full to the brim and the gulls raid them in the only way they can and spread detritus all over the place. What's needed are better designed bins, more of them and more regular emptying. The same applies to the promenade.
    Don't forget the dearth of bins on the beach itself there being only three or so screwed precariously to a fence post.
    I've found two bins cast adrift and about to be swept away last year but they just put them back in the same fashion with a single screw fixed to the wooden post.
