  I do not know the area that Gary is talking about well enough to comment on that but all front gardens that have car space should be converted into parking if there are parking problems in that road.
  
  We did away with ours and now have parking for three or four cars if needed while still having room for pots, wheelie bins and my well used bird feeder.
