I think its probably down to Spurs having more money at their disposal. If a team has a vast fortune it usually means they are in the top third of the table and if they have an even 'vaster' fortune they usually settle at the top or near top...just like cream.
Sad though, as in the old days supporters from everywhere had a fairer run for their money as there was a more even distribution of wealth. Yes even QPR had some good days...once!
Money has killed all that. You have no chance of your team doing well unless you are in the top six or seven wealthy clubs.
