  doesn't move us away from the fact that its correct the pcso and police have a role to play.
  
  but i firmly believe we have an education of joe public not to litter in the first place,
  but also move away from the mamby pamby society where people cant be corrected for doing wrong.
  
  teachers frightened to correct or unable to due to legislation and/or lack of abilty
  parents either don't care or also legislation gets in the way giving to much power to children who do wrong
  
  police to know they chase the same few villians who end up iun court get a few weeks community service then go and do it all again, and its a circle that goes round and round.
  
  
  so sarah its a society wide thing, which needs drastic changes, but unlikely under this govt
