26 January 2017 17:14323931Can someone explain the reasoning of issuing fines when people are already in debt.
Obviously they can't pay so either it means they disappear or if honest
pay the fine at something like 50p a week which must be a lot less than the administration costs.-----------------------------------------------------------------------
I try to be neutral and polite but it is hard and getting even more difficult at times.
