Keith - I was watching something on tv recently and they said the live rail was first introduced on trams in the mid/late 1800's. Trains adopted the live rail for the first time in the early 1900's. So its been around for a while. I also suspect they can turn it off for sections of track to be worked on, such as snow clearance. The programme pointed out that we should never have adopted it as it has caused an awful lot of problems.
