    And that litter thing - those bits of derelict furniture are dreadful and punishments should always be proportionate and send a message. But it is a continuum - if we tolerate litter at the thin end, people will always push the boundaries and litter will get bigger. Zero tolerance of litter will produce, well, zero litter!!
