  garyc,thats a pc outlook.at one time you could smoke allmost every where untill the anti smoking came into force,now smokers are looked apon as dregs of sociaty evan though they excess taxses on there habit.
  
  if all smokers gave up smoking [and theres millions of them] the goverments revenue would drop dramaticly,which in turn would cripple essentauall services,like nhs hosp[itals,education etc.
  
  but no one has answerd the question i posed.would the person who droped the fag butt,would that same person be fined the same amount for droping a sweet wraper.probaly not.
