  Speeding and littering are different misdemeanours! And yes, why not fine all the littering b'stards! But remember that it is sometimes possible to drop something inadvertently, while a smoker deliberately crushes that foul smelling thing into the floor and walks away. No ambiguity there......
  
  And those ashtrays, brian, that are provided outside buildings - absolutely, better than nothing, but the stench! And everyone going into the building has to walk past them, and often has to walk past and through a fug of smoke!!
