  Hello Anne, I'd really need more info to work on this but my feelings so far are not great. I think he either has a partner or that he is just one of these guys who always makes promises and doesn't follow them through because he gets easily distracted by other things - friends, work, family etc. Having a relationship with him would mean you could be way down the list of his priorities.
