Food shortage is the cause, partly due to a terrible drought in the USA last year, taking effect this year after the silos are emptied of the previous year's stock and their product has been sold. So this year we have last year's limited produce on the market.
Of note: if grain and mais etc. are more expensive, it has a knock-on effect on dairy products, as cattle have to be fed.
Then we have last year's floods in Britain and China and India...
What about this policy of mine, that we need to produce more at home, orchards and all that...?

It would create food, employment and revenue.
Well I suppose one day it may be implemented, when food becomes more scarce and prices go up even more, while the packaging shrinks in dimension.
